Jasper Toliver of Blaine passed away on July 12, 2026, in Bellingham, WA.

He was born in Falls County, Texas. After graduation, he enlisted in the US Navy and served for 15 years. He worked at Western Washington University in Custodial Services for 20 years. Soon after, he started his own custodial business until he retired at the age of 73. He was a member of the VFW and American Legion.

He is survived by his wife of 55 years, Setsuko; his sons, Travis and Michael; his brother, Billy Joe (Gloria) Courtney of Texas; his sister, Hattie Marie Topps of Nevada; and many extended family members.

He was preceded in death by his parents, sister, Billie Jean and baby Michelle.

The family would like to express their heartfelt gratitude to Silverado Memory Care for the loving and compassionate care they provided to Jasper during the five years he resided there, and to Hospice for their compassionate care and support.

A private family gathering will be held at a later date.
